Unidentified Chinese Token, Any Ideas?

Hi, I usually collect and research paper money but picked this up out of curiosity.

It's some kind of Chinese token, just under an inch across, in the style of a cash coin.

The inscription on the front is apparently #20809;#32210;#36890;#23539; which is a Guangxu period text but arranged in an unusual order. There is a denomination '10' on the back plus two characters.

The British Museum has a brass version with the denomination '50'. However they don't have any further information either!

It's a long shot but somebody may know who, where, and when this was produced? I'm guessing 1900s-1930s?

I believe that is a Holin Wan. I don't know much more than that.

Go to your app store and download "coinscope".It's easy to use. Just take a picture of a coin that your not familiar with and coinscope will figure it out for you fairly quickly.
