It's a fine for me too, quite a lot of detail is gone.

Looks like they were struggling to find something to put on their coins. Country name and the same crown on both sides! I hadn't noticed that before.

this is a typical Fine coin of this style - compare this with the 10 Ore that was also posted here for the difference in the grades - the crown rim detail is the tell for the grade.
