It is only .03g under the minimum tolerance which is probably due to the amount of wear.
At first I thought the missing "I" might have been a partial Grease Filled Die but looking
closer at the "B", I am leaning towards damage.

Wear would account for the weight. Strike or damage accounts for LIBERTY being a little screwy. The L often blends into the rim.
