The obverse is very difficult to edge error, though the reverse,I think is very prominent. My confidence level is Elementary so I'm willing to learn with each step opinions would be great

This is due to a slight die misalignment (MAD), and is not considered off center.

To be an Off Centre, both sides have to be off the same amount.
If only one side is off, it is a Misaligned Die.

Not a premium for this coin. Not a strong miss alignment (so the devices fall over the edge of the coin) Just a normal coin in my opinion.

Note the devices slight over edge of obverse and the reverse is showing weakness on the opposite side of the coin? When you see the weakness on the opposite side, then you know you have something to keep as a mint error.
