Scratches in themselves aren't able to make a coin AU. Wear of the surfaces is what drops a coin into the circulated grades. The more scratches on an uncirculated coin, the lower the uncirculated grade. For example, a coin with a lot of chatter, or scratches, can grade around MS-60 to MS-62. Something with cleaner fields and less chatter can grade around MS-63 and up.
Your Lincoln Cent has a lot of scratches and chatter, so I would say it falls in the MS-63 to MS-64 range.
