I just received my 2022 Mint Set and I'm rather disappointed by the new packaging. Gone is the fold-over cover from previous years and replaced by a single stiff sheet containing all the coin capsules. All the Denver minted coins appear to be DMPL coins while the Philly coins have the standard uncirculated finish.

I agree, seems to be a step down from prior years:

Not really a problem when the coins are destined for Dansco albums.

But I agree with the sentiment.

My complaint is there being one quarter over with the other coins. I planned to keep the quarters intact until I get a American Women Quarters album. Now I have to keep the whole set intact (preferred) or temporarily store the quarter in a 2x2.

I too, was surprised with the single quarter placement. I wonder if the mint took care to ensure that the same quarter is set alone or it is a crap shot as to which was singled out.
Now I can't wait to see my 2 sets and check out that DMPL appearance

I am sure it is deliberate. All five quarters are in the same places for both P&D cards that I received. Maya Angelou is occupying the spot among the other denominations just as shown in the photo above.
