Does this qualify as off center strike? How much off center does a coin have to be,to be considered off center? And value of off center strike coins? I really enjoy talking to knowledgeable people, this sight is great. One more thing does the off center always happen just on one side?

This would be a misaligned die (MAD), not an off-center strike. This happens when one die is not quite aligned with the other, so one side is slightly off. They don't really have any extra value unless it's so far off some of the design is over the edge. On on actual off-center strike, the planchet itself is not lined up properly bewteen the dies, and only gets struck on part of the planchet on both sides.

I'm not sure if the grading companies recognize MAD's, but even if they did, the value of even a MAD that had part of the design missing would probably not be high enough to justify the cost of getting it graded.

No. It is something the collectors figured out. These are a setup of the machine that is different, not a die variety. These are only collectable when part of the devices fall over the edge of the coin. Also on the opposite side of the coin, there will be a weakness opposite that over the edge of the coin area. Thus the strike was not centered over the coin. Here are a few examples so you can see what I'm talking about:

Do you see how the devices fall over the edge and on the opposite side of the coin, there is a weakness? That is when you know you have a collectable coin, struck with the MAD that makes if a collectable. Others are just a slight amount and are not collectable.
