Missing Cladding Layer On 1970 D Dime?

Hello!!!

While organizing our coin collection, I took a second look at a "weird dime" we found a while back in a customer wrapped roll from the bank.

Could this possibly be a missing cladding layer? It weighs about 2.16g and looks tarnished in the front like a penny.

@ktc, thank you for including the weight in your post. It is a little low, but I think that this dime has been buried in the ground for awhile to give it this surface discoloration.
