Found this 1993 D penny and at first I thought it was just paint on it till I took a closer look. Any thoughts on it?
I know the pics aren't the best did my best

Possibly painted--using a fine glitter/metallic-like hobby paint. A long soak in 100% acetone might remove it.

Whatever the substance is, it's PMD.
Not worth spending money on acetone as it would still only be worth 1 cent.

My first thought was nail polish. Glue with glitter is another possibility. A spender either way.

I'm thinking nail polish also. Probably come off with nail polish remover.
