Hello, I'm still learning so forgive me for being green. Is there also a 1994 p frosted matte Lincoln Cent? What kind of finish would this be considered? Thank you for your help and expertise.

Agree, very normal looking. Plated zinc can often look matte-like. No premium here.

Looks like "orange peel", due, more than likely from plating issues. No premium.
