Yes those parallel gouges are all damage. There was a time when planchets would be filed slightly by hand at the mint to bring them into Weight Tolerance, but 1964 is a couple hundred years after then.

Looks like like a Dryer Coin with the metal covering the obverse devices. Also all the affected areas are the highest areas on the design. Just a spender.
