Best to make side by sides to see of the devices are really a doubled die.

Why did I use the term really? The 2001-2003 devices on a cent are different sizes than other years.
There is a DDO from Philly that is a listed. Seeing them side by side shows the exact hub doubling differences.

So you might try making images like this to see it is really is a doubled die, or just normal?

Can you get a closer photo of the 2? It looks doubled to me in this photo.

That is odd looking, to say the least but do not think it's a doubled die. As stated above though, a nice clear, closeup would be good.
