I'm weak here, but as a starting point (right or wrong) dots and similar lines point me towards India.
Then, if no luck, branch out to the Mid-East, perhaps Southern Asia as reasonable paths.
Islamic / Arabic writing is closer instead of Chinese.
I've not found coins that look like that for China around that date.

It looks similar to the tin kepings from the sultanate of Aceh (Atjeh) in North Sumatra (Indonesia)

I didn't find a similar coin in the standard catalogs, but there is one found among past SARC auctions from Aceh
