Fred's recollection of his conversations in his office, with the Chief of the U.S. Mint Police, are extremely insightful and explain why the Mint doesn't attempt to recover error coins from decades ago. To me, even though it was created at the mint, I consider it comparable to a coin with PMD. Though, from the money spent on these types of "errors" I see that many people feel otherwise!
