It's called a BIE. The marks in front of the head are just damage.

 Love the BIE Cuds............ I believe there was a time, 30's thru the Early 60's that were Special, this way. Early on, those funky Die clashes, Cuds, Double Dies etc, were a Common place, LOVE the 1955 Double Die Lincoln Cent, THAT could Not happen Today. ( unless on purpose ). Or more over, they were a reflection of the technology of the times.....
