@pris, rather than a RPM, that looks more like split plate doubling on the mintmark.

Note the shape of the '8' on the date. The lower loop could be a DDO:

But non are listed yet on that site. But take a look at the 1986 plain cents. That will help you see what to look for on doubled dies?

ok coop on this 1986 could the rest of the date be doubled and what are bumps on the numbers that look like thorns on a rose bush so here are a few close ups of the cent
