There is a lot more luster than the scope can can show. I am more curious about strike and contact marks?
Rest in Peace

middle steps a little weak but the rest is quite nicely struck. since the weakness is in the center it could be die related but I think would still affect the grade. if they were solid I would say 67+RD as is MS67RD.

nice example

67's are pretty common for these. Only a few minor contact marks, comes down to luster, fields and eye appeal.
