I think AU is a little generous, somewhere in the VF-XF range I'd say.

Certainly not a MS coin. Lots of marks. As mentioned, an AU at best.

The answer to your question is NO , it is not a high-grade cent . I'll say VF-35 .

No - it is not a high grade cent. Average circulated condition VF range coin.
