Just
Machine Doubling. That area is not affected by
DDR's. On these the center areas of the dies (Both obverse and reverse) are affected. You should look up the listings for that design to see where you will find the
DDR's. These devices on that area are incuse. On incuse designs, the rules are just opposite of raised devices. IE: On the cent devices on the shield EPU, the
Machine Doubling enlarges the devices and the incuse devices on the EPU are reduced in size:

Just the opposite of raised devices. How Did I figure this out? On the 2013 Shield cents. On the
DDR you can see these two rules in play:
Incuse Devices reduced the size of the
DDR:

Raised devices: (same coin)

It wasn't until I saw the
DDR, that the devices on the raised and incuse devices were opposite each other. Then figured out soon on the
Machine Doubling would also be opposites on the coins as well. It was an eye opener back then.

Are there different rules on coins with raised and incuse devices? yes. they are opposites. just when you think you have figured things out, something new appears.
