That's just badly corroded. Nickels are a solid alloy of 75% copper and 25% nickel, they don't have an outer layer or copper core.

I know a nickel is supposed to be an alloy...hence the word "error"...it certainly looks like solid copper in there to me.

Yep, just a badly corroded nickel. Probably spent considerable time in a muddy, moist environment. As stated, the nickel is a solid alloy, 75% copper.

Post-strike damage, yes. I've seen nickels looking like this come out of shallow ponds and poorly maintained fountains. Not a mint error.

Not every coin that isn't the right color is an improperly annealed coin. They are really hard to find.
