Unsure that the cladding is missing--'goop' removal usually doesn't do that. A closer-in pic of the area in question, perhaps taken at a slight angle, might help. Thanks.

No clad is missing. It's just a stain. Try a soak in PURE acetone. It may take it away and the acetone cannot chemically or physically alter the coin so it is safe to use.
