It is a lamination, but not really an error, just a planchet defect.

Originally normal de-lamination which amplify with the age of the alloy of the coin. It is a nice a very nice example how the metallic aging develop and act on the coins.

I have MANY lamination error coins I've been finding!
Are they worth?

Some collect laminations eagerly - to me they are a defect and discount the value of a coin for the most part.
