This Coin is not an ms64 or ms65 minus the spot.

It's been heavily cleaned and circulated.

The photo is bad and has a plastic layer to make it worse.

But look at the neck surface. There is no wear there. Only some in the highest points. And bag marks.

This portion is damaged I agree. It makes me sad I, think the damage was recent. Bad attempt at cleaning.

I highly doubt acetone would help that one. Perhaps conservation by the top two third party graders? I'm far from an expert on these matters, so I couldn't say. Only that someone may have had it done and could reply.
