I'll say F-12. Does it look cleaned in hand?

i'd call it F12 also. the coins dullness could be the result of the lighting. would only be able to tell in in-hand. if it was cleaned it looks like it would have been quite a while ago. I think it has a good chance of a straight grade and if it does would be decent buy at that price.

Surprising apparent detail on the eagle's breast for a coin in the F-low VF range.

I'd be at VF20, looks uncleaned. Acetone bath (no rub) might help get some of that gunk off the surface.

Thaat reverse still looks suspicious unless there's a lot more going on underneath the dirt on Liberty than meets the eye.

At that price you can't go wrong.

Photos look pretty low-res. Hopefully the coin will look better in-hand.

No better than F-12 but likely worth the price paid. Gotta love circulated early Walkers!
