2020 P Quarter Massive Strike Through Or Scratch Sealed In Mint Set

Hello,
I was going through some mint sets I picked up in bulk and saw this one the obverse on the quarter. It looks like a massive scratch across the bust area. Is it possible for this level of mistake to be overlooked? Is it possible for it to be a strike through? There's a an area near the bottom on the area in question that looks like a small strike through wire or something happened.
Could it be there was something that got dragged through during the minting process?

Thanks for any help / insight anyone can provide.

Not so sure about a scratch. Can't see a buildup of material. Might be a strike thru. Need a closer in focus pic.
