Yes seems like a broken post, but I'm not seeing any RPMs listed for the 1979 D quarters, so I guess those aren't split serifs on the letter D:

Wexler's description of the damaged punch reads:

Description: An apparent split lower serif is the result of a damaged mintmark punch. It is not a RPM.

From CRH for nickels, Denver was atrocious for their broken posts and damaged mint mark punches during the 1970s. When I separate out the nickels from that decade, I would say that 70-80% of the mint marks are mangled. Many have a very shallow center post, and some are just filled completely. It's to the point where if I get a correctly shaped D, that my brain processes that as something unusual. Circulation wear will eventually beat those poorly formed mint marks into a barely recognizable blob of metal.

Definitely the broken mintmark punch.

Just published that listing on Wexler's site last week.
