2022 P Quarter Error On Reverse

These are two identical year quarters one has the potential error and the other quarter does not. How can one quarter have a very high luster and the other one looks like all the other quarters that I have?

One of them looks slightly circulated, while the other one is BU. The raised mark on that quarter might be a contact mark.

dull - circulated
Shiny - not as well circulated
raised mark by mouth - could be one of 2 things:
1. a die chip
2. a well placed hit that moved the metal a little and piled it up.

Is there anything I should take a picture of or how to show you that it wasn't something that took a hit. It's raised like there's extra metal

When a coin takes a hit, there can be a gouge AND raised metal pushed up from the gouge. That looks like the case here but closer pictures would help.
