Plus your small image had extreme contrast settings so it has become nearly impossible to inspect the borders. A new image with side lighting would help but it is never easy to assess a note's grade from photos alone. If you really wish to settle the question, I suggest you take the note to a LCS/Dealer who can give it a more impartial judgement (1st hand).

It always helps to keep looking at as many notes as possible (search for the flaws/practice like crazy) & then make as good guess as possible (if you don't wish to bring in a 3rd party). But showing the note to a knowledgable third party (having an unbiased 2nd pair of eyes) is probably the best way to go.
