The wavy line near the edge is know as a Collar Clash. The obverse die was damaged slightly when it struck a reeded collar. The impact transferred a tiny bit of the reeding in the collar to the face of the die.
It's interesting to see, but doesn't add any value to the coin. Each coin that was struck by this obverse die, after the collar clash, had a good chance of showing the same anomaly.
