According to my information, Lithuanian Post delivers parcels to Russia, Belarus and Ukraine, but possibly with some restrictions. You have very strange requirements for parcels. I send parcels to my friend in Germany and specify almost nothing except the customs declaration. I write what's inside the parcel. My friend in Germany also does not pay any additional fees. Perhaps it is only in your country that such strict requirements are met. Report this Post to the Staff

To get more into details - when posts receives something from abroad, they ask you to fill a simple online form and attach proof of purchase. If the seller is one of the bigger marketplaces like ebay or Ali, already registered as VAT payer anywhere in EU - no VAT. Otherwise, VAT and import taxes - normally zero - would be added plus Post of Lithuania services as your custom agent (8 EUR). They will send you a link to pay - two clicks and parcel is ready to delivery. If you were not able to provide proof of purchase - well than it's beteween you and customs. So you should either pick a custom broker/agent to fill in the declaration - $20 on average, up to 5 lines or do it yourself online via custom information system. But to get access to the system, you should be registered as importer getting a standart EORI code. That's how it works. Unfortunately, can't provide any information about Germany or any other country. Regarding shipping to Russia - I double checked. I can't order a label to Russia for anything except a letter, 0 to 20 grams. The most recent information from the post comes from March, 2023 - "Shipping of parcels to Russia temporary suspended".
