Update: I confirmed it was graded by ICCS and reached out by email for a second look. Does this look MS63? I see scratches and what looks to be pvc but I'm not sure how to decipher whether or not they are from circulation or from possible cleaning or copper spotting. I had to upload one image that is an angled view because I couldn't capture the scratches on the img without doing so. Thanks. Hi,
I am by no means the expert but the lines look like die polishing lines. These are present on the die striking surface and therefore not damage to the coin. You can usually tell by the way the lines are raised and are stopped by the raised devices.
I don't know about the spot.

Pics aren't great but I see no red flags why this isn't an ms63.
As for the PVC, I've seen coins get no grade for one little spec of PVC from PCGS, while at other times, PCGS grades a coins that has many spots of PVC.
Sometimes, it's just a roll of the dice.

I just want to thank you all for the replies with the grades. I am learning so much from each of you. I am going to use a microscope tonight to check the spot to determine if it is pvc or a copper spot as this coin is not pure silver and has some copper.
It has great rolling luster but the fields of the coins do not give me the ms63 look that I see on other coins but, maybe due to the luster it may cross at same grade or be worthy candidate for restoration services; hard to say. I have a ms63 by pcgs and a 64 of a different date to compare it to and based on what I see it is below ms63 regardless of that green spot.
I do find it strange that the die polish scratches are concentrated at that specific location with a green dot but, it is only noticeable under loupe. I was able to call scott at ICCS and he said to me they don't keep photos of the coins they grade, that does make me weary for future purchases. Now I am waiting for his reply by email on the pictures I sent in to him to see if he still agrees with the ms63 determination.

I'm a huge fan of the NFLD 5c - they make up the bulk of my collection. I would say this one is MS but I would question whether it's worth a trip to PCGS. At that grad, the Trends value would be $350. I generally assume that actual sales will be ~50-60% of Trends and given that this coin has some issues it would likely drop further than that.
ICCS and CCCS are cheaper ways to grade and protect a decent coin. I would say they're a better bet.

It's hard to say for sure but it does look like die polish potentially. Be aware though that ICCS will allow light cleaning without a notation on the holder at all. They will typically throw a cleaned designation on there if it looks like it's cleaned by an SOS pad, but often a few hairlines are ignored by them. At best they might net grade it down a bit instead of giving it the correct technical grade and a notation on cleaning. It's something to be very wary of if you are buying from pictures. It's very easy to hide light hairlines in pictures.
