The pock marks on the face and deep scratches on the reverse are probably enough to "details" this coin. I would consider it XF-details assuming the weight and diameter are within specs.

Cleaning coins is a big no no.

EF-40 details. Not sure if it's cleaned but the scratches on the reverse are an issue.
