Looks to me like a very unusual wear pattern due to the coin being encased for a long time.
"Dipping" is not considered cleaning...

Looks like a mount of some sort was removed from the reverse and the coin has been harshly cleaned/polished.

You can see how the area around the 'cents' is lighter than its surroundings, which suggests post mint alteration.

Might have happened when the owner polished the living daylights out of it.
