tough call on this one for me. I'm not 100% certain on this one. not sure why though. just looking at the color distribution on the obv its saying lightly re-colored to me then add that to the blotch color on the reverse. the coin looks MS imo. lets get a couple other opinions on it.

I think that the biggest thing that hurts this coin and also makes it harder to grade is the reverse toning and luster. Luster is often difficult to capture from simply looking at a picture. I think the obverse can make MS-64. I can't get a good feel for the reverse or if the color is questionable from just looking at the pictures. Looks like a nice coin in my opinion. I'd be happy even calling it a 63.

I'll be getting together a PCGS submission after the first of the year. I'll probably include this coin, so we'll see what they think.
