I do believe this is full steps, there is a lot of damage on steps.

A lot of nicks and scratches on this worn nickel. I really can't tell if it's full steps. Perhaps a close up picture of the steps.

I think full steps only applies to MS coins, this one is far from both.

no sorry, not full steps - to have full steps, there cannot be ANY interruption of them across them. A scratch or ding will take that away.
