Looks like glue. Try giving a soak in pure Acetone. It should take it right off.

Note that the image on the obverse is showing reversed lettering--typically an excellent indicator that the 'feature' is either manufactured (intentionally made by pressing coins together under high pressure), or is a dried glue artifact.

no, sorry, not an error from the mint. As stated, this one was glued to another for a while - what you see is the residue.

I believe ijn1944 has it correct, a vise job or glue. Try some acetone.
