Looks sanded then worn or smoothed down with old patina showing. Can you weight the cent?

Very, very worn cent. Could be a Dryer Coin variant (could be...). Keep it as a fun curiosity.

Your Lincoln Cent looks like a Dryer Coin, maybe. It is PMD for sure, not a mint error.
