Damage by acid maybe. PMD. Whatever caused it, it's damage.

Can you weigh the coin? If acid has eaten away at the surfaces then the weight should be LESS than the newly minted weight of 5.67 grams. And possibly smaller in diameter also.
If you quarter does weigh the correct amount then it is just some type of damage whether it be physical or environmental damage.
