That would be a case of split plating and emergent zinc rot--not uncommon with zinc core memorial cents of the 80s and 90s.

Split plating and zinc rot. The U.S. Mint stopped punching the mint mark by hand into the dies in 1990, so RPM's are no longer possible.

Very first thing to do is look at the date - the Mint stopped hand punching in the mintmark in 1990 - so after that there is no chance of a cent having an RPM.
