$1 Bill 2013 Top "Layer" Torn Or Mint Error?

I know this is a pretty rough looking bill, and I know that bills aren't made in layers. Saying that...is it possible that a top "layer" of this bill can be torn off post mint or is this a mint error? The back looks normal. Thanks for your thoughts!

I call that a paper-pull.
Like when you put tape on a piece of paper and go to pull it off, and the tape pulls a thin layer of the paper with it.
