I am looking at a complete wayte Raymond War Nickel board; uncommon in Rome. I see these listed online, completed, at very high prices and very low prices. Certainly, it depends on the condition of the coins....but I'm curious if the collector completed the board or did Raymond sell them complete ? ie did they start out BU from Raymond or did they get filled BU from others?

The coin boards were sold empty for collectors to fill in.
