I have never seen this on a 1967 quarter before..thoughts?

It looked unusual that the broadhead extended so far in front of the leaf

I see what you mean as well.
I looked at variety vista but found no RDV with arrow over (on top of) leaf:

From your photo, your coin looks like it has been well circulated. Could it be from circulation (wear, hit)? ... or possibly a die chip? I don't know, just speculating.

I think it is a well placed hit that gives the illusion of the arrow tips crossing into the leaf. All other examples I could find have the tips touching the side of the leaf.

I can see two major hits near the tip but why the tip is still so pointed is a puzzle. I am sure it is just pushed metal creating the tip. Need really clear close up picture to confirm though.

AH OK! Your are talking about the arrow head point - I sure was confused at first (as others were probably too)
This is something I have not seen or heard of before. maybe a bit of research is necessary here.
