Yes, crop ahead of resizing.

Yes. Crop as close as possible without cutting off any edges. Then resize. I use Photoshop for my images, so I reduce the Quality of the image when I save it as a jpg. That brings down the file size drastically.

My method follows that of Yokozuna. I use Photoshop Elements.

Someone is working on a revamp of the upload system. Hopefully, within a few weeks all you'll have to do anymore is crop and the size limit will be lifted.
