Yes. Crop as close as possible without cutting off any edges. Then resize. I use Photoshop for my images, so I reduce the Quality of the image when I save it as a jpg. That brings down the file size drastically.

The deprecated CCF image optimizer explicitly says in the instruction that images should be cropped at full width and then resized (if needed).

My method follows that of Yokozuna. I use Photoshop Elements.

Someone is working on a revamp of the upload system. Hopefully, within a few weeks all you'll have to do anymore is crop and the size limit will be lifted.
