Is this a proof quarter? Apologies I'm not able to get better pics that show just how shiny it is. Or, is it just a quarter in really nice shape?

Appears to be a proof, I see a gap between the E & S of States on the reverse.

@coin, cool, thanks! Is the gap between the E and S one of those things that indicate that it is? And if so, is that typical of all quarter proofs, or just of this year (or group of years)?

And Is it worthy of getting graded, or slabbed?

Yes, that is 1 of the diagnostics used to determine proof vs business strike. Another is.... if the leaf goes above the tips of the arrows.

As far as grading goes.... you can buy PF69's on ebay for under $50.

It's a pretty coin, but not rare. You can pick up a mid-grade raw PF 1964 proof quarter for about $6.

I agree not worthy of a slab, definitely put this a 2x2 or a capsule.
My LCS sometimes has these in the bargain box for melt value.
