I'll add that whatever is affecting the MM is also affecting the tail of the 9 in the same direction. Remember that the MM was added by hand and separate from the hubbing of the die during this time period. I've heard that 99% of the time you "see" doubling on coins & MM's from this period it will not be an RPM or hub doubling. (That's especially true for replated coins.)
