How about a pre 1982 type 2 cent planchet that's been "cleaned".. Weight is right...don't know about diameter.

yes, how does it compare to a normal cent? It should be a teensy (technical term) bit smaller than a properly struck up cent.

looking at the weight, the size and the color, that may be a foreign planchet. Just my opinion..
