Looks more like a ground down coin than a planchet. I thought about a punch out, E&V but it looks like copper.

Not a punch-out - you will usually see where it was connected to the electrical box.
Not a planchet Either - There is no proto rim.
Could be a ground down copper cent.

I'm trying to remember when the zinc planchets get the copper plating. I think it is AFTER the upsetting mill. And if that is true, then I doubt that it is a zinc blank as well.

(I have a zinc blank and it is not plated - have a look:
