No, not a lamination - first off copper plated zinc coins will not have laminations.
and second - this looks like someone tried to cut it in half.

Agree, not a lamination. Appears to be post-strike damage.

It does look like a tin snip job but could be a variety of ways this coin was damaged. Bottom line is it is just damaged.
