1 bald eagle half dollar silver proof coin not 90 silver(do they make in 90 percent silver?)

Most of the modern commemorative half dollars are the same CuNi clad used for circulating coinage, only a couple of them have been 90% silver and the Bald Eagle half is clad. The commemorative dollars are always 90% silver.
