Looks like a Struck Through to me. Not seeing any displaced metal or any metal movement. Great find!

Nice strike through. This coin will show the difference between a strike through and a scratch. There is a scratch going northeast from the olive branch through the flame. You will notice the edges of the scratch are above the surface of the coin, and at the same pointe they're not above on the strike through.
